HR Payroll Software Malaysia: EPF, SOCSO and EIS Compliance Explained

Payroll in Malaysia isn't complicated in principle, but it's unforgiving in practice: the statutory contributions have to be right to the sen, submitted on time, and adjusted whenever rates change. This is a working explanation of EPF, SOCSO, EIS and PCB for an employer, and why software handles them more reliably than a spreadsheet.

The four statutory deductions

EPF (KWSP) — retirement savings

Both employer and employee contribute a percentage of the employee's wages to the Employees Provident Fund. The employee's share is deducted from salary; the employer's share is a cost on top. The exact rates depend on the employee's age and wage band, and the employer rate has a higher tier for lower wages. Employees can also elect to contribute above the statutory minimum. Payment and the contribution schedule are submitted through EPF's i-Akaun for Employers.

SOCSO (PERKESO) — social security

SOCSO covers employment injury and invalidity. Contributions are based on wage bands up to a ceiling, split between employer and employee, with the employer carrying the larger share. There are two categories depending on the employee's age and circumstances. Submitted via the ASSIST portal.

EIS (SIP) — employment insurance

The Employment Insurance System provides temporary financial help and re-employment support to workers who lose their jobs. It's a small percentage split equally between employer and employee, up to the same wage ceiling as SOCSO, and is submitted alongside SOCSO.

PCB / MTD — monthly tax deduction

Potongan Cukai Bulanan is income tax withheld from salary each month and remitted to LHDN, so the employee doesn't face a large bill at filing time. The amount depends on the employee's income, marital status, number of children, and claimed reliefs, calculated against LHDN's schedule.

Why spreadsheets go wrong

  • Rate changes. When EPF, SOCSO or EIS rates or ceilings change, every formula in the spreadsheet has to be found and updated. Miss one and every affected payslip is wrong.
  • Wage-band logic. EPF and SOCSO use banded rates, not a flat percentage. Getting the band boundaries slightly wrong produces small errors that compound over months.
  • Partial months. Joiners, leavers and unpaid leave need pro-rated salary and pro-rated contributions. This is where manual payroll most often breaks.
  • Submission files. Each portal wants data in a specific format. Hand-building those files is slow and error-prone.
  • Year-end. EA forms and the CP8D listing have to reconcile exactly to what was paid and deducted all year.

What payroll software does

  1. Calculates EPF, SOCSO, EIS and PCB automatically from each employee's details, using maintained statutory tables.
  2. Handles pro-ration for partial months without manual formulas.
  3. Generates the contribution files in the formats i-Akaun, ASSIST and LHDN expect.
  4. Produces payslips and distributes them each cycle.
  5. Generates EA forms and CP8D at year-end from the same data, so they reconcile by construction.

When a rate changes, it's applied centrally and takes effect from the correct cycle — you don't touch a formula.

Beyond the statutory calculations

Good HR and payroll software also covers leave (application, approval, live balances), claims, and an employee self-service portal where staff view their own payslips and leave without going through HR. For a growing business, removing those admin interruptions is often as valuable as the compliance safety.

Getting it in place

Setup involves configuring your company's statutory settings and pay calendar, importing employee records with year-to-date figures and opening leave balances, then running one cycle in parallel with your current method to confirm it reconciles to the sen. For an SME, expect a setup fee from around RM1,999, scaling with headcount.
